The unprecedented COVID-19 pandemic has been a true test for governments in countries around the world. In Indonesia, the central government has faced many challenges which has impeded the country’s responsiveness. As a result, many local governments (at province or city levels) have been demanding more authority in dealing with the pandemic in their respective areas, to ensure timely response.
